Ministry of Justice is preparing a legislative proposal to abolish compulsory 15-year requirement of existence for a religious group of citizens to be officially registered as religious organization by the state.

According to the ministry's press service, a proposal to amend federal law “On Freedom of Worship and Religious Organizations” is now under way.

News agency Rosbalt reports that one of the proposed changes is to exclude the compulsory requirement of providing proof of 15-year existence of a religious group for its official registration as a religious organization.

A source in the Ministry told that the current strict requirement “does not comply with the Convention for the Protection of Human Rights and Fundamental Freedoms”.

Clarification and refinement of some other points of law pertaining to creation and registration of religious organizations is also considered. In particular, a requirement to supply information on continuation of activity of religious organization, which duplicates its annual report, is planned to be abolished.

A notification of project drafting has been brought up for discussion and independent anti-corruption review.
