According to the website of the organization, the Muslim community of Kaliningrad has been active for more than 20 years. During this time, the community has established constructive relations both with the city and regional authorities. During the celebration of the 70th anniversary of the Great Victory, members of the Muslim community congratulated the veterans and participants of the Great Patriotic War along with the representatives of Kaliningrad city administration.

Chairman of the Local Muslim Religious Community of Kaliningrad "Ihsan" Yaver hajji Guseynov, community imam Halil hazrat Muhlisov and a senior member of the community and its founder, participant of the Great Patriotic War Hakim Bikteev received the official document acknowledging the registration of their community within the Spiritual Administration of Muslims of the Russian Federation. On the same evening, the certificate of registration was shown to the congregation in the Muslim prayer house after Friday prayer.

In addition to that, city authorities agreed to provide the Muslim community with land for building a mosque.
