In the name of 20 million Muslim umma of the Russian Federation, I heartedly greet you on the hospitable land of multinational and policonfessional Russian nation with the Islamic greeting “Assalamu Aleikum wa Rahmatulahi wa barakatuhu!”.

I take the chance to wish you and in your name all brotherly Libyan people the mercy of Allah the Almighty, peace, well-being and success in all your king undertakings.

We highly estimate you kind deeds, the deeds that you accomplish in the name of strengthening of respect and brotherly love among the Muslim states, Muslim organizations and all Muslims. 

In April this year we took great interest witnessing the course of Vladimir Putin’s official visit to Libya , during which a number of important intergovernmental agreements were signed. We are very happy about the strengthening relations between our states.

 We sincerely wish you success during your official visit to Russia . I am sure that every year the scale of cooperation between our countries in economic, cultural and religious spheres will strengthen and widen.

We, Muslims of Russia, with warmth and pride recall your former visit to Moscow , during which you visited Moscow Cathedral Mosque and participated in a Friday prayer together with thousands of co-believers. The visit is written o the history of the Moscow Cathedral Mosque.

Let me express to you sincere gratitude for your kind patronage over the World Association of Islamic Da’wah. We highly esteem important and fruitful activities of this organization. In particular, it is  also due to its support that some programmes held by Religious boards of Muslims are realized, aimed at true understanding and apprehension of deep sense of the holy teaching of Islam. 

It is worth mentioning that, heading the World Association of Islamic Da’wah Dr. Muhammah Ahmad Ash-Sharif founded between us trustful relations on the basis of mutually beneficial cooperation in the name of strengthening brotherhood between the Muslims of our two countries and promotion of Islam in Russia .

Since your last visit to Moscow many events have passed. No longer the country exists that was for 70 years as a brotherhood of Republics and peoples, its ideology was not only build of socialism and internationalism, but also the fight against religious thoughts with the destruction of temples and mosque and repressions. Alhamdulillah all these were left in the past, and this is resemblance and history. 

Today thousands of new temples and mosques are being built all over Russia, new Islamic educational enterprises are opened, human resources are being trained, projects aimed at development of Islamic thought, culture and education, and as a whole institutes of Islamic infrastructure are being realized

The state has admitted Islam as one of the traditional religions of Russia and provided assistance to the Muslims of Russia.

Muslim religious organizations build partnership relations with the state authorities. We cooperate with the President’s Administration, the Government, Parliament, ministries and institutions of the Russian Federation .

We lead an active dialogue and cooperate with our partners – religious organizations representing traditional religions of Russia .

We conduct broad public diplomacy. We develop and strengthen cooperation with our brothers from the Muslim world. And among our friends – are as well the worldly esteemed and respected organization of your country – the World Association of Islamic Da’wah, together with ministries of Islamic affairs and Awkaf and International Islamic organizations.

We highly esteem your efforts in establishment of the African Union whose objective is to defend the African peoples. We are thankful for the piety you show towards the needy people.  

Turkish poet and thinker Alisher Navoi said:

       If you are unanimous with people in your heart and by words

       Allah will reward you with His love and mercy.

Allah the Almighty said in the Holy Quran:

“Then shall anyone who has done an atom's weight of good, see it!” (The Holy Quran, 99:7)

In my opinion, these words fully correspond to your personality, as your kind deeds and undertakings are highly esteemed by your contemporaries.  

Your deserts in front of the Libyan people and the world society confirm your status of the leader on the International scale.
